The Padma Vibhushan is the second-highest civilian award of the Republic of India, after the Bharat Ratna. Instituted on 2 January 1954, the award is given for "exceptional and distinguished service". All persons without distinction of race, occupation, position or sex are eligible for these awards.

This decade's honorees were dominated by civil servants and public-affairs figures, alongside standout scientists and scholars. Notable recipients include astrophysicist Subrahmanyan Chandrasekhar (1968), Nobel laureate biochemist Har Gobind Khorana (1969), statistician Prasanta Chandra Mahalanobis (1968), linguist Suniti Kumar Chatterji (1963), diplomat Vijaya Lakshmi Pandit (1962), and Air Chief Marshal Arjan Singh (1965). Strikingly, no awards were conferred in 1961, and only Cardinal Valerian Gracias was honored in 1966, marking unusually sparse years.
