Eighteen people received the Padma Bhushan in 1984, a year notable for honoring two Gandhi-linked foreign writers: Britain's Horace Alexander and Britain's Marie Seton, both chroniclers of Mahatma Gandhi's life. Tamil cinema icon Sivaji Ganesan and playwright Vijay Tendulkar represented the arts, while billiards champion Michael Ferreira was the sole sportsperson. Molecular biologist Obaid Siddiqi and diplomat K. Natwar Singh also featured, giving 1984 an unusually strong Gandhi-studies and cinema flavor among its honorees that year.
The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order, without distinction of race, occupation, position or sex".
