India named 14 Padma Bhushan recipients in 1986, notably including two foreigners: French industrialist Jean Riboud, head of Schlumberger, and American ornithologist Sidney Dillon Ripley, longtime Smithsonian secretary. Indian honorees spanned science and social work, including SEWA founder Ela Bhatt, biologist Pushpa Mittra Bhargava, and physicist V. S. R. Arunachalam, then the defence ministry's scientific adviser. Physician Badri Nath Tandon and designer Rajeev Sethi were also recognized, making 1986 unusual for its strong international and technocratic character.
The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order, without distinction of race, occupation, position or sex".
