India's official gazette lists 14 Padma Bhushan recipients for 1989, including classical vocalist Girija Devi, Times of India editor Girilal Jain, and neurosurgeon Prakash Narain Tandon. Industrialist Russi (Rustomji) Mody of Tata Steel was honored for private-sector management, and civil servant Anna Rajam Malhotra, India's first woman IAS officer, was recognized for public service. British peer Fenner Brockway received a posthumous award for public life, while Japanese politician Yoshio Sakurauchi was honored, making 1989 notable for two separate foreign recipients.
The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order, without distinction of race, occupation, position or sex".
