Only 14 people received the Padma Bhushan in 1999, the smallest post-revival batch. They included nuclear scientist Anil Kakodkar, veteran actor Ashok Kumar (cinema), and ophthalmologist Sengamedu Badrinath, a pioneer of India's eye-care movement. Industrialist Sohrab Godrej was honored for trade, and Malayalam publisher Dominic Chacko Kizhakemuri received a posthumous award for literature. Space scientist George Joseph and defence technologist K. Santhanam were also recognized, underscoring 1999's emphasis on science, defence and public-health achievers over film or sport.
The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order, without distinction of race, occupation, position or sex".
