The 1991 list named 24 recipients, headlined by cricket captain Kapil Dev, screen legend Dilip Kumar (billed as Mohammad Yusuf Khan) for cinema, sarod maestro Amjad Ali Khan, and jurist Fali S. Nariman. Filmmaker Shyam Benegal and theatre director Ebrahim Alkazi were also honored for their arts contributions. A rare foreign recipient, New Zealand-born soil scientist Leslie Denis Swindale, was recognized for agricultural science work based in Andhra Pradesh, while Bindeshwar Pathak was honored for sanitation-focused social work.
The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri. Instituted on 2 January 1954, the award is given for "distinguished service of a high order, without distinction of race, occupation, position or sex".
