The 2008 list of 35 recipients was notably international, featuring Chinese Indologist Ji Xianlin, Russian diplomat Yuli Vorontsov, and French author Dominique Lapierre. The Padma Bhushan is the third-highest civilian award in the Republic of India, preceded by the Bharat Ratna and the Padma Vibhushan and followed by the Padma Shri.
